No, all Dreamcasts need a boot disk to play imports (unless you've installed a mod chip). However, some Dreamcasts don't play CD-Rs. Therefore, if your Dreamcast doesn't play CD-Rs, then you can't use a boot disk burned on a CD-R.

Well, mine was made in '99 and the Utopia disk I have still won't boot my import Godzilla disk. I bought this utopia disk because I have a mac and haven't been able to get anyone with a pc and burner to make one for me. I found instructions for Mac burning but they don't work. Sad
