Some time ago, Sega was designing TWO consoles at the same time. Sega of Japan was working on Dural, and Sega of America was working on Blackbelt. The goal was, it seems, to choose the best machine. Their specs:

* Blackbelt: IBM/Motorola PowerPC 603e CPU, 3Dfx Voodoo2 graphics chipset
* Katana: Hitachi SH-4 CPU, NEC/Videologic PowerVR2 graphics chipset

Dural was chosen - maybe for being the best, but also because it was based on Sega's newest arcade board, so ports would be very easy. It was later renamed Katana, then released as Dreamcast.

A little-known side-effect is that this choice led to a huge legal war... here is the whole story... and some people say the bad buzz coming from this pretty much killed 3dfx.

This would have been the Blackbelt:

Yep, incase people are wondering the DC's chipset have Katana written on it because the name change came just weeks before its Japanese Launch, never did re-design them to say Dreamcast.
