Quakie 3 and PlanetWeb 3.0 will work for configuring those 2 pieces of software interchangeably.

If what you're trying to achieve is to play games that are dialup only (not Quake 3 or PSO) then the PC-DC is what you need.

Onlineconsoles own guide for a working PC-DC server which is based on Windows 98.
http://dreamcast.onlineconsoles.com/phpBB2/guides_pcdcwin98.php

Here is a guide that gives you diffferent os's (98,2000,XP) to choose from (this guide has as limited success).

This guide is based on LInux as the os. Don't even bother with this if you don't use Linux.

Bare in mind than the WIndows 98 guide on Onlineconsoles is the only guide that you can really get help with from these forums, because it is the only offical supported method of a PC-DC server.

+1 for onlineconsole guide, it's worth it to install 98/me if u don't have it. It works for my ME. I'm typing this on my DC!
