It depends on how your connecting.
Broadband - no
Dial-up - If the access number you are dialing to is out of your area than yes or else you could be billed pretty hard for it
and PC DC no

i have a dial up number in my area but every time i try to dial it it says no carrier and BTW im using Q3A to connect

I like to think Im pretty nifty with troubleshooting dial up so lets see about this.
Using Quake 3 is fine its probably the best way. Tell me the access number and Ill try to dial it and where you found it
