I'm in Victoria, Australia with the provider Dodo. Horrible ADSL2 with shitty limits... but you can get an unlimited dialup account with them for 1$ a month. I've managed to play Quake 3 on US servers, connect to the net and browse with XDP and get PSOv2 PAL to connect to the internet. The lag wasn't too bad on Quake 3 albeit, I was playing against a bot on the excessive server.

VTISP Is working for me.
I haven't tried to get an email running on it. I had to use Planet Web 2.0 to input the settings. XDP will not let me use an "@" character in my username. : /
I am able to connect with StarLancer and 4x4 Evo with VTISP, and I am able to host for both games. I also have a BBA for Quake and PSO. I can just switch out the modem for the BBA and connect just fine with Quake and PSO. Sometimes it takes 2 times to connect to StarLancer and or Evo, but it works!
Plus ONE MILLION for this thread, it helped a lot.

4.North America can't confirm other locations; since it asks for the 3-digit area code I believe its NTSC only but if you have a 3-digit area code you can try the Search access numbers in the link.

usage notes sometimes on Quake i've had to logoff and back on to get the server list to appear.
i've also have had no luck getting Sega Swirl to work.


Because of issues with connecting to the few games I had (not connecting at all) and a mixup on their end I no longer have connectto.net they did give a good run, but it was money down the drain for me the last few years.

In the time since I made my post about VTISP, they went out of business. I haven't had much experience with any other dialup ISP in the time since then, though, so I do not have any alternatives to recommend.
