Yes, 4x4 Evolution supports direct-ip gameplay over dialup, allowing you to directly connect to another player without relying on a central network infrastructure. It will always be online capable as a result.

Most functions are still there, dreamcast-talk runs the primary chat server. And I run a project dedicated to maintaining it as well, and run www.4x4evolution.com which is required for the game to locate chat servers.

The only thing not working 100% is the custom track search, this can be fixed however. I just posted all the technical details on it here if someone wants to write a script:

I'm aware of around 700ish custom tracks that might work on the DC version.

Currently they are at two places to my knowledge. You can also make new ones with the PC version.
