All PAL cases had the ability to store 2 discs by default. Did this allow for dual disc releases to be released easier in PAL than in the US?

I wonder what the number of multi-disc releases in PAL vs the US is.

I dont know about actual multi-disc titles, but often the extra room was used for including Dreamkey (PSOv2), game demos(PSOv1) etc.

I thought the #1 justification for the extra space was to deal with the thick multi-language manuals needed for the European market.

That aswell!

Shenmue 1 & 2 used 2 cases for each 4 discs, with a total of 4 discs per game.
