 Are there any software apps that can play SVCD or XviD files?

 not sure what the SVCD is, but there is things for Divx, though it takes so while to decode it, worth it though if you want full length movies from your PC on you DC.

go to dcemulation.com finds the apps and there tutorials there.

EDIT: I'm making the assumtion you want this for Dreamcast since computers aren't hard to figure out and this in the the DC forum.

 yea its for dc, svcd is super video cd.
