The master server is used to gather infomation from each quake server, and then displays the infomation in a list.
If the master server is not responding you wont be able to get a list of servers, but dont worry it happens alot, just keep trying and you should get the list after a few minates.

I could be ISP troubles, or it could be your DNS settings.

Easiest thing to do is make sure your DNS settings are set to 0.0.0.0

IIRC if you have a keyboard, you can just enter the IP of a server and connect without going through the master server.
