Anyone knows what this is? It came with my Dreamcast, 10 years ago and I have no idea...

its for a french socket indeed, it prolly came with a scart rgb lead as well. they were shipped that way in half of europe (the latin based part, like france, spain, italy, etc...)
the keyboard that goes with this dc is also of the azerty type |
