Sega and Sony were not working together.

Capcom vs SNK 2 is Capcom's game. Capcom ran the game over KDDI, and they released it on both the Dreamcast and the Playstation 2. It was their decision. Also there were tons of games released in North America that were cross platform compatible with PC games.

Even sega's internet service "SegaNet" in North America allowed for PC and Dreamcast users to play online.

The only company adverse to cross platform gameplay seems to be Microsoft.

Oh cross platform just means that 2 different game platforms (meaning different consoles, or a PC), could play a game online together. So for instance since 4x4 Evolution for the DC can play with PC/MAC users, it is cross platform compatible for online play.

This same scenario happened with Capcom vs SNK 2 in japan. Dreamcast users and Playstation 2 users could play CVS2 online together.
